Lady Gaga scored her third British number one album on Sunday with "ARTPOP" Mason Rudolph Steelers Jersey , knocking U.S. rapper Eminem off the top spot, the Official Charts Company said.


Lady Gaga, known for her extravagant costumes and estimated to have earned $80 million in the past year, also entered the singles chart at number nine with "Do What U Want" - a collaboration with U.S. artist R Kelly.


Eminem hung on to second place in the album chart, holding off new entries from Canadian singer Celine Dion and British pop group Little Mix which charted in third and fourth place respectively.


Seventeen-year-old Dutch DJ Martin Garrix claimed the week's best-selling single with his dance club hit Animals, making him the second-youngest artist to occupy the number one berth this year.


British singer Lily Allen returned to the music scene after a long absence, charting at number two with her version of the Keane song "Somewhere only we know", which is featured in a department store Christmas advertising campaign.


The advert, which has been viewed nearly 7 million times on YouTube since it was released on November 8, also helped propel the British band's original 2004 version back into the charts at number 29.

NEW YORK, July 25 (Xinhua) -- New York City's transportation authority unveiled a nearly 1-billion-U.S.-dollar emergency subway repair plan Tuesday, promising to put the brake on nightmarish delays and derailments within one year.


"The subway system is no doubt in distress and we're here for solutions," said Joseph J. Lhota, chairman of the Metropolitan Transportation Authority (MTA) at the MTA headquarters Tuesday as he issued an immediate subway stabilization plan of 836 million dollars that includes sweeping, repairing and cleaning of subway trains and stations within the next year.


The new measures amount to the first phase of upgrading and modernizing the problem-plagued 113-year-old subway.


Phase Two, which will cost about 8 billion dollars, will "get it out of the late 19th century and get it into the 21st century quickly," Lhota said.


Lhota asked New York City Mayor Bill de Blasio to help raise funds for the plan and he suggested the city and the state split the cost evenly.


Blasio, who has resisted pouring money into the subway since the state runs the system, called Lhota's plan an "important first step" in a news conference at the City Hall subway station Tuesday evening but he refused to commit more city money to support it.


New York State Governor Andrew Cuomo said Lhota's plan was "substantive and realistic" and he agreed to split the cost with the city.


Cuomo declared a state of emergency last month to speed up repairs on the subway, which dates back to 1904. He tasked Lhota, who was appointed to the job the second time, to submit a rescue plan within 30 days.


New York's subway has long been the lifeblood of the city. However, the number of subway delays partly due to the aging infrastructure tripled in the past five years, to 70,000 per month, according to a report last month. About 5.7 million people take the subway on an average weekday.

MIAMI, the United States, June 15 (Xinhua) -- Former Florida Governor Jeb Bush on Monday joined an already crowded Republican presidential field with a vow to fix a "dysfunctional Washington".


With his entry, the Republican field is filled with 11 major candidates pursuing presidential nomination.


Though a Republican establishment candidate, Bush, 62, joined other Republican hopefuls to distance themselves from politics in Washington and blamed the U.S. government for problems facing the country.


"We'll take Washington -- the static capital of this dynamic country -- and turn it out of the business of causing problems," Bush told a rally at the Kendall campus of Miami Dade College in his home state of Florida, where he was a two-term governor.


"The party now in the White House is planning a no-suspense primary for a no-change election, to hold onto power, to slog on with the same agenda under another name," Bush said. "America deserves better."


The former Florida governor has stumbled since announcing he would explore a bid for the White House late last year.


His early exploration scared off few, if any, potential rivals. He flubbed questions last month about the Iraq War and his brother, former President George W. Bush.


Before his Monday announcement, Bush, also the son of former President George H.W. Bush, had worked hard to prove that he was his own man in terms of foreign policy.


During his speech on Monday, Bush walked a fine line in criticizing Obama's recent overtures toward Cuba, as Washington moves to normalize relations with the Caribbean island nation after five decades of animosity.


"We don't need a glorified tourist to go to Havana in support of a failed Cuba," Bush said to applause from an audience that included Cuban-Americans. "We need an American president to go to Havana in solidarity with a free Cuban people, and I am ready to be that president."


Bush also touched on education and school choice, issues he is controversially known for in Florida due to his continued support for Common Core education standards,.
